The Baofeng UV-5r if you can find the units made BEFORE the FCC clamped down on the U.S. models cutting down the long list of frequency bands is not bad for the price. You can buy a few of them and put them in a tackle box, glove compartment, there's a big community using these. Can be programed with the interface cable and be hooked up to REPEATER SYSTEMS to extend the range.
Just don't drop them and get them wet.
